Tulsa Transitional Center

Tulsa Transitional Center ("Tulsa Center") is a 390-bed halfway house located in downtown Tulsa, Oklahoma. Tulsa Center, (formerly the Avalon Correctional Center) is accredited by the American Correctional Association and provides contract services to the Oklahoma Department of Corrections. 

Tulsa Center opened in July 1995 and has been expanded several times to its current capacity of 390 beds. Tulsa Center provides comprehensive halfway house services including, employment services, job readiness and development, life skills, and case management and a 30-day/100-hour cognitive-based transitional program for residents. Tulsa Center also provides various alternative services including residential work release, weekend incarceration programs and day reporting supervision for Court Referred clients.

Michael D. Moriarity was named administrator at Tulsa Transitional Center in 2015. Previously, he served as senior director of Compliance, Training and Facility Staffing at Avalon’s Central Office. He has also served as assistant administrator, chief of security, deputy superintendent and superintendent at multiple facilities. Moriarity began his corrections career in 1990 with the Oklahoma Department of Corrections, where he started as a correctional officer, and later served as lieutenant and captain. Moriarity holds a bachelor’s degree in science from Mid-American Christian University.
